What the parliament does
The National Parliament is a single-chamber body, which means it has only one house. It began in 1964 as the House of Assembly of Papua and New Guinea and took its present name when the country became independent in 1975. It has 111 members who serve five-year terms: 89 are chosen from open electorates and 22 from provincial electorates, including the 20 provinces, Bougainville and the National Capital District.
Choosing a government
Members of parliament elect the prime minister, who is then formally appointed by the governor-general. The other ministers form the National Executive Council, or cabinet. No party has ever won a majority in the history of the parliament, so governments are formed by negotiation between parties. In 2025 the Australian government offered to pay for a new ministerial wing of the parliament building.
